PDCP, or Packet Data Convergence Protocol, is a protocol layer in wireless communication systems, particularly in LTE and 5G NR. It's responsible for header compression, security (ciphering and integrity protection), and in the case of handover, sequence numbering for lossless data transfer. It sits above the Radio Link Control (RLC) layer and below the Radio Resource Control (RRC) layer in the protocol stack. It is used to optimize the transfer of IP packets over the air interface.
